If the confirmation does not arrive

After ninety days the office of export takes the declaration into enquiry. You then still need alternative evidence (bill of lading, CMR, arrival confirmation). That is why SKAI watches open export before those papers go missing.

How long can an export declaration stay open?
If the confirmation of exit is still missing after ninety days, the office of export opens an enquiry on the declaration. You then get a chance to supply alternative proof. If you do not, the declaration stays open and you have nothing supporting the zero rate.
What happens at a VAT audit if the confirmation of exit is missing?
The inspector can refuse the zero rate and assess VAT on those consignments at the standard rate. The confirmation of exit is the document he asks for first. Alternative proof can be enough, but you have to be able to produce it at that moment.
What alternative proof can you supply when the confirmation never arrives?
Transport documents signed off outside the EU, an arrival confirmation from the buyer, or the import declaration in the country of destination. Combine several documents pointing at the same consignment. Collect them shortly after departure, because later the carrier often cannot produce them any more.
What is an export accompanying document and does the driver need it?
The export accompanying document is the printout of the accepted export declaration carrying the MRN, and it travels with the consignment to the office of exit. The driver or the terminal needs that MRN in any case to present the goods. Without that number the departure cannot be matched to your declaration.
Do I need an export declaration for a shipment to the United Kingdom?
Yes, the United Kingdom lies outside the customs territory of the Union, so every shipment there is an export. A trade agreement setting the duty to zero changes nothing about that. An import declaration follows on the British side, and SKAI is live in the Netherlands, Belgium, the United Kingdom and Ireland, so both sides can run in the same system.
Can SKAI show which export declarations are not yet discharged?
Yes, every filed export declaration keeps a status until the confirmation of exit arrives. The declarations open too long appear on one list for your declarant, sorted by age. You do not have to search a mailbox file by file for what is still missing.
